City of Sturgeon Bay West Waterfront Development
« Return to Project SearchThe City of Sturgeon Bay is bringing new life to its waterfront area. Before the City could develop plans to accentuate the aesthetic value of the waterfront, Ayres was retained to guide the City though investigation of the area for potential environmental concerns.
The City received a Brownfield Site Assessment Grant and Community Development Block Grant to address human health and safety concerns and environmental degradation associated with brownfield sites along the Sturgeon Bay Canal. Ayres worked with the development team to meet its environmental objectives by completing a Voluntary Party Liability Exemption Application and Phase 2 environmental assessment, performing a pre-demolition hazardous materials assessment, coordinating hazardous materials removal, handling pre-demolition permitting, preparing demolition bid plans and specifications, and overseeing demolition. Ayres worked with the City and Wisconsin Department of Natural Resources to prepare the required project management plans, including a Quality Assurance Project Plan (QAPP), a site-specific Sampling and Analysis Plan, and a Health and Safety Plan. Ayres advised the City on hazardous materials management, pre-demolition permitting, beneficial re-use during demolition, and vapor (methane) migration mitigation measures.
The West Waterfront Redevelopment project calls for demolishing existing storage and retail buildings, salvaging a grain elevator building, constructing new private buildings, and completing new public waterfront improvements. The City will remediate these sites under the Voluntary Cleanup Program, which will expand redevelopment options to mixed residential and commercial uses on the parcels.
