Outagamie CTH CE/CTH HH (DeBruin Road) Roundabout

This project provided improvements for the busy Outagamie CTH CE/CTH HH intersection by replacing a two-way-stop-controlled intersection with a roundabout.

Outagamie CTH CE is an east/west four-lane roadway with a posted speed of 55 mph. Before this project the CTH CE/CTH HH (DeBruin Road) intersection experienced increased crashes and traffic volumes as a result of nearby development. Traffic along CTH CE east and west of the intersection ranges from 10,700 to 16,000 vehicles per day, and anticipated growth is expected to nearly double traffic volumes along CTH CE by 2035, making it increasingly difficult for traffic to cross and access CTH CE from CTH HH.

Numerous scenarios for the traffic forecast volumes were developed, and an operational sensitivity analysis determined a two-lane-by-one-lane roundabout with a southbound partial right-turn bypass lane was the appropriate lane configuration. The roundabout was designed with Case 2 truck accommodations and incorporated the Green Way Drive intersection and CE trail north of the intersection. It also avoided costly fiber optic facilities in the southwest quadrant and an existing 60-inch culvert under CTH CE east of the intersection.

Design services included operational analysis; preliminary and final design for a two-lane roundabout; right-of-way plat; utility coordination; street lighting design; and plans, specifications, and estimates.

Construction was completed in 2016.
