Heating Plant EIS and Traffic Impact Analysis

When the University of Wisconsin-Madison investigated the possibility of replacing selected coal-fired boilers with flexible fuel sources, Ayres was retained to provide an environmental impact statement and traffic impact analysis for the potential upgrades.

The project called for replacing four coal-fired boilers at the Charter Street Heating Plant with new or rebuilt boilers capable of burning flexible fuel sources, including biomass. Ayres conducted the public meetings, survey, and traffic impact analysis relating to the environmental impact statement and developed a spill prevention countermeasures and control plan.

After the initial investigation, the project was re-evaluated, and the decision was made to remove the biomass components of the project and fuel the expanded heating plant with natural gas and a fuel oil backup system. Ayres prepared an environmental impact statement addendum and a traffic impact analysis for the modified project.
